Seminar Week - Commoning Urban Transformation in Naples

This text was published as an invitation to students of the Department of Architecture at ETH Zurich to join the Seminar Week. These week-​long seminar trips are mandatory and are conducted as a supplement to the curriculum. They take place each semester in small group.

Dear student,

We would like to invite you to become our travel companion for a shared experience. We are heading to the centre of the Mediterranean where—between the sea and volcano Vesuvius—lies Naples as a fascinating place of contrasts and contradictions.
We believe that more eyes are needed to appreciate the nuances of a complex reality, and more voices to start a dialogue in a noisy and dense city, where projects are slow and sometimes frozen, but transformations are continuous, unpredictable, and powerful.

We will explore Naples by immersing ourselves in micro stories that are changing the abandoned spaces of the city thanks to the tenacity and passion of interdependent communities. Groups of citizens have undertaken collective actions by making accessible neglected public areas and buildings, including former monasteries, a hospital, and a majestic villa that overlooks the sea.

With these acts of what they call “civic disobedience”—or what it could be also seen as civic responsibility—they started a dialogue with the institutions, and the commons have been recognized by the Municipality of Naples as part of the fundamental values of the city. From this common ground, we will question the multifaceted forms of power that trigger, allow and support the collective mobilization for opening public heritage for civic uses related to culture, education and assistance.

Associations and actors of the network will introduce us to the management and maintenance of the commons. Taking this opportunity, we will offer ourselves as proactive supporters in their activities by negotiating the role of design and use of space in dynamic situations that revolve around notions and actions of sharing and public participation.

In an attempt to overcome the distance of the external observer, the liberated spaces will offer us a lens through which we can rethink the concepts of democracy, commoning, agency, reuse and care in the European context. How do architects position themselves in this environment?

From 20th to 27th March, Naples will be the interactive theatre that will shape our reflections. Walking through its vicoli—the alleyways of the historical city centre—, observing its views and listening to its stories, we will discover a porous city where urban places are stages of everyday life, and spaces of opportunity and improvisation from which fragility and creative strength equally transpire.

With curiosity and empathy, we will engage in dialoguing urban transformations and the implementation of new forms of governance through inclusive collaborations. We hope you will take part in this collective exploration and help build the path of our journey together.

Cara studentessa, caro studente,

vorremmo averti come compagno di viaggio di un’esperienza condivisa. Siamo diretti al centro del Mediterraneo dove---tra il mare ed il Vesuvio--- Napoli sorge come affascinante luogo di contrasti e contraddizioni.

Crediamo che servano più occhi per apprezzare le sfumature di una realtà complessa, e più voci per avviare un dialogo in una città rumorosa e densa, in cui i progetti sono lenti, a volte fermi, ma le trasformazioni sono continue, imprevedibili e potenti.

Esploreremo Napoli immergendoci in micro storie che stanno cambiando gli spazi abbandonati della città grazie alla tenacia e alla passione di comunità coese. Gruppi di cittadini hanno intrapreso azioni collettive rendendo accessibili aree pubbliche ed edifici in disuso, tra cui ex monasteri, un ospedale e una maestosa villa che si affaccia sul mare.

Con queste azioni di “disobbedienza civica” – che può anche essere vista come responsabilità civica – si è avviato un dialogo con le istituzioni e i commons sono stati riconosciuti dal Comune di Napoli come valori fondamentali della città. Da questa base comune, ci interrogheremo sulle sfaccettate forme di potere che innescano, consentono e supportano la mobilitazione collettiva per l’apertura dei beni del patrimonio pubblico ad usi civici legati alla cultura, all’educazione e all’accoglienza.

Le associazioni e gli attori della rete ci introdurranno alle attività di gestione e manutenzione dei beni pubblici. Cogliendo questa opportunità, ci offriremo come supporto proattivo nelle loro attività negoziando il ruolo della progettazione e dell’uso dello spazio nelle dinamiche che ruotano attorno a nozioni e azioni di condivisione e partecipazione pubblica.

Nel tentativo di superare la distanza dell’osservatore esterno, gli spazi liberati ci offrono una lente attraverso cui ripensare i concetti di democrazia, commoning, azione, riuso e cura nel contesto europeo. Qual è la posizione che gli architetti assumono in questo ambiente?

Dal 20 al 27 marzo, Napoli sarà il teatro interattivo da cui le nostre riflessioni prenderanno forma. Percorrendo i suoi vicoli – le strette strade del centro storico –, osservando i suoi panorami e ascoltando le sue storie scopriremo una città porosa in cui i luoghi urbani sono palcoscenici della vita quotidiana, spazi di opportunità e improvvisazione da cui trapelano in egual modo fragilità e forza creativa.

Con curiosità ed empatia, avvieremo un dialogo sulle trasformazioni urbane e sull’implementazione di nuove forme di governance attraverso una collaborazione inclusiva. Speriamo che tu possa prendere parte a questa esplorazione collettiva contribuendo a costruire insieme il percorso del nostro viaggio.
